It’s a metaphor for betrayal, where people feel comfort being in a group and going along with the group consensus, regardless of whether it aligns with what the individual actually wants. But ultimately, it is better to do what the individual wants to do rather than blindly follow a collective mindset, as the ‘pack’ might end up leaving you behind anyway.
